3 Hy telegram No. 67 to you addressed to Manila.
Up to the present eight British women have overstayed time allowed in this colony for transhipment purposes. There are clear signs that compulsion will be necessary under Defence (Entry Restriction) Regulations, 1940, before some can be made to leave. One at least will have to be sent to Manila or Amoy where certificates of inoculation against cholera are necessary in respect of every passenger before ship is given clearance.
Proposals put before Consul-General at Manila in my telegram No. 67 are aimed at avoiding necessity of ordering forcible inoculation in these cases. I am not sanguine that either of the proposals will be agreed to by Philippine Government and accordingly seek authority now to enact following Defence Regulation if events prove it to be necessary; 66A. Governor may by order prescribe steps which are to be taken by persons in this colony to protect themselves against disease or to prevent introduction into, spread in and transmission from this Colony of any disease, and any such order may provide that by direction of the Director of Medical Services or of any person authorized by him to act under this regulation any person shall suffer himself to be vaccinated or inoculated against any disease specified in the order.
Without prejudice to any other method of enforcement provided in these regulations, an order under this regulation shall be sufficient authority to Director of Medical Services, eny person authorized by him to act under this regulation, and he or expert? assistante, to use within this Colony and territorial waters thereof such force as may be necessary to carry out the order and any directions given thereunder.
